It all depends upon the criteria selected: The Education sub-index measures countries performance in three areas: access to education, quality of education and human capital. The Education sub-index has risen since 2009, with a slight drop in 2012 (see graph). Europe and Sub-Saharan Africa recorded the highest and lowest performances, respectively, in the Education sub-index over the last five years, with the other regions scoring very close to the global average throughout the last five years (see graph) Here's more Further comment and Graph (www.prosperity.com) I agree with you, B.M. but the criteria selected by the authors is entirely over to them and it's unlikely there will ever be a consensus. :D |

Quite what exactly human capital constitutes eludes me.
