No they don't. If you choose the "static" plan, as that does not require ads - only the advanced and corporate plans need them.

I have been using a New Zealand based WebHost called ShotHost for a few months now, they have pretty cheap prices and cPanel with all the features .

I think their plans start from $10 per year for 25mb space per year .

Also, when looking at paid hosting it is also worth considering the cost (too cheap can be as bad as free) as hosts that sell that much space and bandwidth for next to nothing are most likely overloading there servers and "overselling" what they have.
It is a good idea to find a plan/host that has something suitable, and then contacting them to make sure that there support is up to scratch. See if they offer phone support as well as email and give them a call. and see if they have server monitoring available to view online to check out there uptime.
