The best freebie is The Gimp, although IrfanView is very quick to start up and has some very good features although not as detailed as The Gimp. Check the latest ULead photo editor - much cheaper than PhotoShop and nearly the same features. If you search around you can probably download - legally - an old version of ULead that will still have heaps of editing options. download.com is a good place to start |

Have found though that picassa does not seem to actually change the image on the hard drive, just the way you view it. ie if you edit a pic in picassa,then open the same pic with a different program it will appear unchanged.
