Often Marketing, Accounts, and other "departments" have their own networks, for security reasons.

In fact, I see from a second look that the FTP server is not in the same domain. This might be part of the problem.

We are a small business, just now going National - we have a two story building worth only 1M bucks...we are still under 20 Employees. Everyone is on the same domain. I built the network and set everything up when we moved in 3 months ago. The FTP Server computer is not on the domain, because it is in a workgroup, preventing that computer access to the domain without proper authorization. The fact that it is a different IP address is to further fortify our domain, it is it's own seperate IP Address(the ISP gave us 5 static IPA's). All user accounts for the FTP Server Computer are local on that machine, with different login/passwords for each user than within the domain. None of the other users have a problem logging in and transfering things, except this user I'm trying to create now.

I built this server, and created all the users, and set all the permissions myself, so I know how it was set up. Yes, I am very new to FTP Servers, as this is my first one, however, like I said before it all works for the other users. This new user - I am doing nothing different, and I have made sure ALL the checkboxes were checked and unchecked according with a working account.

Are the other users part of a security group, tell me you are using SG's

Time to think outside the square bud. Have another look at the problem.

Can the user login to the machine locally and access the files? From another PC, do they have roaming profiles on their own pc's.
