Anyhow, a CD is pretty fundamental to Windows; it's pretty hard to do anything without a CD / DVD reader.

CD/DVD are probably abstracted within Windows, so that different drivers could use standard hooks. Though I can't be certain, I would be surprised if Microsoft came up with different abstracted versions.

So I guess my answer would be "no", the O/S alone shouldn't cause a problem, though different drivers could.
