when other isp's install their own equipment into the exchanges, can they set their own Contention ratios? I wonder what they are going to set it at. |

The whole contention ratio thing is set by the size of the links back from the ADSL interface. Putting more DSLAMs in without more/bigger links won't alter anything except ISP debt ratios. |
