Only if the fiber side goes down as he phone (Spark) will will be on a separate LAN segment being supplied to your ONT most likely via a Virtual Lan (VLan) so it dosen't go anywhere near the internet.

How can they? As far as I know it's a choice whether you get fibre or not, at least for most of us.

However there are many people in NZ that can't even get ADSL never mind anything else. What do they do?
Article in todays paper by some guy in Ch/ch, fibre going to be 3 yrs away. So no fibre and no copper either?

And I can't find anything on Telecoms website about it.

That is referring to getting rid of coper landline when fiber is available. Copper is not going away if there is no alternative..
