If he is absent from Parliament by being in Korea then surely he would have a proxy vote according to the rules

"Pairs – arrangements between the party whips concerning absent MPs. An absence by an MP in one party is cancelled out by the paired MP in the other party not voting on an issue. This means that the result of a division is not affected by the absence of an MP from one party. Pairing ceased in 1996 with the introduction of proxy voting for absent MPs."

1396274 2015-03-13 10:45:00 Simpler than that Terry. National and United have a one vote majority, The Maori Party only have to support them on Confidence and Supply, although Maori also support bills which they believe are in their people's interests.

If NZ First win the Northern electorate then we are back to even - a Mexican standoff in Parliament - no winners except on Supply etc.

However there is an odd twist to MMP - the party proportions are decided by general elections, not by-elections.

It is an esoteric subject which I only stumbled across while posting. So its not at all clear if NZ First can gazump Paliament but by golly its interesting. :D
