Nah, not really. Every govt promises what it hopes will be vote winning policies in the leadup to a general election; do you call that corruption?
Here they are just promising policies in the leadup to a by-election.

Pretty sure National said the by-election had bought forward the bridge program, so they're actually being pretty upfront about it. More so than Little trying to tell people to vote for Peters without actually admitting it...

Well I think that might just have sealed a Peters victory.

Most people don’t respond well to threats or blackmail, so they’ll probably register their disapproval by voting Peters, who in fact is their best chance of getting anything done anyway, simply because if the Nat’s loose the seat they won’t be able to govern alone.

Interesting times ahead, go Winnie. :D

It seems you have some trouble with reading comprehension too. Life must be a miserable existence for you, so you try to read into things words that were never said. Find something that you enjoy, it may lift your spirits a bit.
