It the switch is a router/modem and has NAT then yes you can. You would config the router to the static IP and then put all your PC's on a private IP range and have their default gateways pointed to the router and it would do all the translation.

If it is just a straight switch with no router then no. However it would be the modem/router that has the static IP on it and the switch just does forwarding to the correct place.
