The cost recovery on a new cable would lead to unaffordable data costs, while the old cable would have less people using it, meaning higher costs per user to maintain the income on the investment already made.

Even assuming the owners reduced the return a bit, the outcome could be nasty cost-wise for the end user here.

There are too few users in NZ, we are too far away from the source of the data.
