Core Builders Composites, which is led by two Kiwis Tim Smyth and Mark Turner, manufactures cutting-edge sailing technology and is Oracle Team USA's official boat-builder. Simply put, Oracle USA who are "Warkworth-based boat-building business Core Builders Composites wholly owned subsidiary of Oracle Racing" can supply racing boats, so if other countries come to NZ to get their parts, boats or technology then its a win-win for the Govt - or as they will spin it for NZ, as funds from other teams are pouring money into a locally run company, which in turn flows through to other businesses through out the country. So by putting $$ towards Oracle its sweating the pot for others to invest in NZ technology.

Its looking a lot like there will be no Trials in Auckland so no influx of $$$ it would bring.
