and as for the PC, I was thinking of either going new but bottom of the range, I designed an AM2 setup for $650, but I am hoping to keep all costs under $400 if possible, so I am thinking a 2nd hand PC off TradeMe will do the job

No problem. Going with Linux would keep your costs to a bare minimum, I was just offering you 3 suitable solutions to your senario.

No problem at all. Good luck with the Linux setup. :) It is a lot cheaper than Windows server licensing.
Unfortunately they don't even mention the prices they charge, just what features you do or don't get for what you "pay"

I don't know if it helps but you might want to check out Novell or Suse Linux.

Don't forget to actually print something on your networked printers after you have set up. ;)

I am thinking of going for the 2nd link cause it is more powerful, but if I can get away with the 1st one then that will be great what are you guys thoughts?
