You will need to interface your PABX with the SIP exchange somehow.

Things to keep in mind are:
1. Good WiFi coverage over entire work area which may mean using a WDS system.
2. Educating / forcing the cell users to switch between the WiFi / cellular as needed.
3. Security of the WiFi system.
4. Connection capacity of the WiFi access points.
5. Bandwidth management of your LAN for the VOIP traffic to prevent broken conversations.
6. Training of staff.
7. Management of and TCO for the system.

There are several third party SIP firmwares that you can use in some WiFi routers that could make things less complicated i.e. DD-WRT http://www.dd-wrt.com/

Another thing to remember is that if the system involves the end user doing something every time they need to use it then they may see it as being a pain in the behind and not do it. Also if they cannot receive calls on the cellular side of the phone while using the WiFi then the idea may not go down well as they will miss calls.
