Probably a local computer shop, but they would probably have to order it in for you. Some of the big chains do have specials, where because they buy them in bulk, you can get quite a good price. Dell is OK because you can customise it, but people usually buy from dell based on price, and you don't know what the quality is until you get it, including dead pixels on the screen.

That may just be dirt, as mine at least is very light in colour, so shows the dirt after a while.

I'm not actually sure, and to be honest, I don't really care - my previous laptop developed wear marks on the keyboard fairly quickly (Acer), and it didn't concern me - just evidence of my PC usage rate.
