I am hearing impaired and would like to set up a website.
I am planning to create a website in some form of petition so I can collect signatures from the deaf and hearing impaired community. The petition shall
help the deaf as in having more subtitles for TV and Sky programmes. It is
very hard for some people as they cannot understand what is going on.
Can anyone suggest which is the best way to create a website and would it cost anything.
Your feedback will be appreciated.

you could learn do do it yourself, pay upwards of $500 to have it done for you, and have to find free hosting or that's another cost again.

i'd go with Dannz's solution


good luck, but i don't think the petition will be worth much unless it has ALOT of confirmed signatures from the broadcasters' audiences
