1407880 2015-09-04 00:17:00 is this just ~put on your tinfoil hats~
or, is this just the thin edge of the wedge. Adding tracking/telemetry/whatever to older OS's

www.pcworld.com

"Worried about Windows 10's deep-reaching user tracking? Some of it's coming to Windows 7 and 8, too."
"four recent KB updates for Windows 7 and 8, all designed to send Microsoft regular reports on your machine’s activities."

"but KB3068708 holds Recommended status, which means it would be downloaded and installed if you have Windows Updates set to automatic. It’s only functional in PCs that participate in Microsoft’s Customer Experience Improvement Program, which already sends Microsoft information on how you use your computer."

but..
"Opting out of the CEIP isn’t a single straightforward flip to switch. You have to disable it in all the software you’ve agreed to use it with. "
"If you use Office’s default settings, it signs you up for Microsoft's CEIP"

Perhaps this sums it up
www.networkworld.com
"It's rather telling that these updates are a priority for Windows 7, which is six years old and has not had any significant additions in years. Of all the things to add to Windows 7, they chose this. And if you look at Chacos' piece, it's clear this was done surreptitiously and without any attention."

There has been some talk, that even uininstalling these updates may not clean it all out ( yet to be confirmed )

1407882 2015-09-04 01:00:00 KB3068708 actually was put out early July.

and was previously KB3022345 , even earlier . That was pulled due to issues , and replaced with KB3068708

"How Do Microsoft Developers Describe KB3022345 Update?
Once acquired and installed, the DiagTrack program will start collecting information about the user, his devices, applications and networks, and his use of the very same devices, applications, and networks. Examples of gathered data, as stated by Microsoft, include:
→Name, email address, preferences and interests, browsing, search and file history, phone call and SMS data, device configuration and sensor data, application usage."

hmmn, a keylogger ?
"Collected data is then used to improve and determine the compatibility of various services such as speech-to-text. Despite the well-intended explanation of the update, forum researchers warn that the features of DiagTrack perfectly fit the qualities of a keystroke logger ........"

I could image talkback radio in the background really messing with speech to txt, or voice commands .
Imagine poor ol Win10 hearing some rap songs & trying to follow their commands :)

imagine MS trying to deliver ad's based on that :banana

anyway, its all a bit much. I'll just carry on as usual.
I think the ~cant be bothered~ will outway the ~try and stop it all~

Unlikely. It's not malware is it? Well, it is IMO, but not malicious....
Another reason not to download updates....
