Open a blank word document > up top where file, edit etc bar is, right click a blank space go down to Customise.

On the Commands Tab, in the right window locate the action you want, left click and hold it, then simply drag and drop the command up to the top where its meant to be.
Click Close and the new or missing action will be there. To move it to the location you want simply left click it, hold / drag and drop.

If that doesn't help try looking at These instructions (personal-computer-tutor.com)

587090 2007-09-02 10:52:00 Tried both of them. It is not just the commands missing from the file menu, it is the ford "file" that is missing. wotz (335)
587091 2007-09-02 11:01:00 What happens if you use the ALT+F key?

Have you tried unlocking the toolbar and seeing if you can move things around and get the "File" menu to display?
