Ken Gosh, there are plenty of Ph.D's in residence at Her Majesty's pleasure; and then there are our politicians, most of whom could not lie straight in bed, let alone in the Debating Chamber. :D Poor old Otu is trying to establish his credibility and bona fides by admitting that he has over-invoiced, but I reckon the only people gullible enough to run with his proposal would be even bigger swindlers than he is!
