The Hawaiian flag is a state flag not a country flag. The Hawaii country flag is the Stars and Strips. Up until the early part of this century the Georgian state flag was the old Confederate flag. |

I don't think there is any possible justification for doing it in two stages even if you are happy with the Idea in the first place. |
