Check that the video card is well seated, and that the ATX 12V connector (4-pin near the CPU) is plugged in.

It sounds like it could be a faulty video card, but those temperatures are rather high. When you removed and replaced the CPU, did you correctly apply thermal paste after removing the original paste?
