It looks like your TV Card is a software encoder tuner card only. i.e. The computer CPU has to do all the processing of the video to save the video as an MPEG2 file.
XP MCE and Vista MC only support hardware encoder tuner cards.

PCI TV / Capture Card

"Please note that:

1 . (with SSID 01385168) is fully support Windows Vista .

2 . FlyVideo 3000FM (with SSID 01385169) is compatible with Windows Vista but

the TVR remote control is not support it .

3 . You can locate the SSID on the little label that on the TV card . "



When using device manager, windows tells me that the SSID is 01385168 but on the page ( . lifeview . com/usa/html/support/support . htm" target="_blank">www . lifeview . com ) there is a link for the vista driver TVR5 . 1 . 0 . 403 but no go, anyone else have this driver?

www.lifeview.com.tw(DTM).zip which is a dead link.
Might be worth a go. It says it is for Vista x64 but I think it includes the 32 bit drivers too.

Not sure bout this lifeview group page is still dead, cant even send them an e-mail,
