Good reading Graham . For what it is worth, I disagree with tax havens and find it difficult to understand why they still exist in the 21st century . But the only fair answer would require one tax rate world wide . Ipso facto - world government .

Astonishing that there are effectively tax havens within the USA - Nevada and Alaska . We can't blame Bill Gates for gaining the best tax advantage for MS shareholders . That is human nature . But at least he gives back some of it through the Gates Foundation . The author was really complaining (justifiably) that Washington State was missing out on taxes .

And tax havens are not being ignored . From your link see here . pbs . org/wgbh/pages/frontline/shows/tax/reform/pending . html" target="_blank">www . pbs . org In fact there are international committees working on this because no government likes missing out on tax .

Furthermore tax dodging is pursued in all levels of society - not just the rich . "Backyarders" by mechanics, painters, builders etc for cash are common . So wealthy people are only doing on a larger scale the same as the guy next door . At our essence, we are all selfish .

Which is why social-democracies are so necessary . To take the edge off our instincts .
