Like this morning, freezing and frosty, ran the motor for 15 minutes to warm things up, clouds of white stuff, some would be steam, some of it would be something else, but not black oily smoke, just white.

Then when all was warmed and the choke went in, barely a wisp, and what there was was white.
thats just steam its not classed as smoke. very rare for a petrol to blow white smoke. deisels however can have white smoke (compustion problems).

368277 2005-07-01 10:41:00 Observing the color of exhaust smoke of your diesel engine is one of simplest ways to tell how your engine is performing, and it can indicate serious conditions that may exist before damage can occur. A diesel engine's exhaust should be clear with the possible exception of sudden acceleration or extra loading or, idling or running under low loads for prolonged periods. Any other smoke or smoke condition is a sure sign of problems. The color of the smoke is a useful guide to help determine the source of the trouble. Cicero (40)

Anyhow, I wasn't so much referring to a worn engine, But just the emmisions that are visible while an deisel is under load .

basicly deisels are cleaner than petrol but deisels tend to have high nox and you can't use catlytic convertors on them like a petrol. a well designed petrol with working emmision controls is often cleaner than a deisel. however after 100,000-200,000 km's of use those emmision sytems can cause more problems than they are worth which is why its comman for them to be removed.
