Use of capital letters to begin sentences, correct spelling (especially as you are looking for IT work) and good grammer.
Its fairly easy even with English as a second language as you can run a check in your word processor first, which may not catch everything but certainly helps.

It is best to contact the human resources department of a company that you would like to work for. It is the employer, not the government, that decides what degree or training is necessary for the job. And from what I have heard, IT degrees travel very well, especially if you specialize in something like System Analysis.

Have a look through nzherald.co.nz/jobs, seek.co.nz, mycareer.com.au, careerone.com.au for employers looking for your type skills, and ask how you can work here. You have nothing to lose by asking.

Good luck
