I don't have this info on absolute knowledge, but have reasonable belief to accept it.

The above seems to be true based on my own experience of incidents I'm aware of. And of course the shame is, that if the less educated amongst us are fined without absolute cause, they're paying for the benefit of those that can write a decent letter.

Again, I dunno how accurate my info is, but my experiences have shown it.

I don't think anybody should be judged on the literacy of their submission in these sorts of situations. What has their writing ability got to do with the merits of their case? If they say it from the heart, and are truthful, that should be enough.

I would recommend though, that if their ability at English is not crash-hot, they should just take the time to read it and remove the most obvious errors that they can see. Their grammar and spelling may be shonky, but most people can recognise missing punctuation, capital letters missing or caps in the wrong places if they just take the time to read through before printing or posting, or even get a friend to help.

For $200 it is worth the effort.
