Haven't got a clue what it means, but if it works who cares?It means that they got Scotty to beam it up to the mother ship for a good talking to and an attitude realignment. A couple of quick bursts with a phasor gun to trim off any loose hair or excess fat and it was ported back to you just like a new one. If it still gives trouble after that, call Telecom again, ask for Scotty and he'll beam it back to the Enterprise where it'll be chucked into the di-lithium bucket and squirted back to the beginning of last month so that it can enjoy its own personal groundhog day. Of course this means that you will have a groundhog experience too, particularly when it catches up with the time your problems started, at which point if you call Telecom they will deny all knowledge of your previous calls and it will all start over again. There is no escape. I recommend that you buy a new video card to soothe your pain, it must be at least two weeks since you last bought one. Alternatively you could get the Enterprise flight sim and crash the starship upside down at warp-speed into Telecom's headquarters, or your local exchange.
