453058 2006-05-08 07:51:00 The problem with many sub-humans is that they are no longer held responsible for their actions; they just get a pat on the hand and a "There, there, don't do that again".
Send them off to a proper prison (not the hotels we have now) and hard labour for several years and see how much re-offending occurs.
