Running Windows 10 and MS Office Professional Plus 2013. No problem since building/installing the PC a few years back.
Yesterday I occasionally had to restart Outlook or click delete a couple of times to delete an email.
This morning Outlook will not start. It opens the Inbox Repair Tool which then throws up further error messages such as;

"The operation failed. The messaging interfaces returned an unkown error. If the problem persists, restart Outlook."

"Something is wrong with one of your data files and Outlook needs to close".

"An unexpected error prevented access to this file. Use a disk error checking program to check the disk, and then try using the MS Outlook Inbox Repair Tool again."

I've done disk checks, virus checks, system restore, MS Office repair with no change. Tried everything in Safe Mode too. I was going to move the .pst folder to another PC I have, but this has to be done from within Outlook. I can't simply copy/paste, or send to a flash drive to move the folder.

The Inbox Repair Tool Log (in the Outlook Files Folder) says;

Any ideas? It's been trying stuff all day.

I've downloaded a free pst reader so at least I can get info from old emails, but don't want to switch to web mail for too long as I really like Outlook.

Any suggestions on how to get Outlook to start again much appreciated.

1430343 2016-12-31 07:22:00 When you say everything ion safe mode do you mean the OS or just Outlook. ?

to Open Outlook only, press the Window key + R, in the box that opens type in Outlook /safe ( press Enter or click OK) If it opens then there is an add on causing a problem ( generally)

To copy out your .pst file -- In your Your user name folder/ Documents / Outlook Files will be your .pst file, that's assuming you are using a pst.

I had tried Safe mode both for the OS and as you described for Outlook. It doesn't open either way.
That was when I got the message;

When I try to run the tool that's when I get further messages about disk problems, etc.

I tried to copy the pst files from the Outlook files folder in my documents. That brings up a message that I can't copy them. From what I've read they can only be moved by the Import/Export Wizard inside Outlook. If I try to open a file from in the folder I get the message that pst files can only be opened from inside Outlook-catch 22.

BUT the last piece, that's not right.

If you cant copy them then something is holding / corrupted. If the pst files are in the folder as described you should be able to right click one (or all if more than one) copy / paste top where ever you want. You don't have to export from within outlook.

You have to open the pst file from outlook, but not making a copy.

1430346 2016-12-31 23:51:00 The Outlook Data File shows as one file (plus the log in note pad form) in the Outlook Files folder in Documents. When I try to copy/paste or send to an external HD from the Outlook Files folder in Documents it shows progress of copying (or sending) as if it is doing it's thing smoothly, then when it gets to the end I get the error message;
"Can't read from the source file or disk".
However I can open and see the individual emails in the pst reader I installed, so I would have thought the files themselves (and the disk) are okay.
I am guessing the problem is with Outlook 2013 itself.

1430347 2017-01-01 02:49:00 Try this-- From search, type in CMD, right click, Run as Admin, type in sfc /scannow <Press Enter> See if it finds any problems. Even if it doesn't reboot and try opening Outlook again.

If it doesn't open, may need to do a more indepth System Check.

BUT need some info. Do you have a W10 DVD, or ISO, If you have a ISO, where is it (USB drive, folder someplace) ?

I did a scannow yesterday when I was trying various things. It came back with no issues.
I have the original W8 (or 8.1) disc from when I built the PC. As far as W10 goes I just updated to it with MS update.

1430349 2017-01-02 09:57:00 Sounds as though the PST file has been corrupted some how. Have you tried a clean boot to OS safe mode and then trying to copy the PST file before doing anything else?

Try creating a new PST file and trying to import all data from the original PST file.

I have had to create a new Outlook profile before to resolve an Outlook issue but it wasn't due to a PST access issue.

I tried copying the file in safe mode. Still not able to-still get the "can't read from source file or disk" message.
I haven't tried creating a new profile yet, but when I went into Control Panel-Mail-Mail Setup and clicked on Data Files I get the message "Windows Shell Common DLL has stopped working".
I haven't found anything of help for that on the internet (other than run scannow-which I've now done several times) so far.
I did wonder about deleting the Outlook Files Folder (pst folder) and seeing if it fixes the problem (although I guess all my emails would disappear), or create a new profile, but this DLL message has thrown another possible problem into the mix. Is Outlook not working because of the DLL problem, or vice-versa?

Can't read from the source file or disk That means one of two things, either software/system Corruption or even a Drive starting to fail.

The error of "Windows Shell Common DLL has stopped working" is again usually software corruption, since you can open the pst file with the reader the pst file its self should be OK, the corruption can be caused by some drivers that have been installed and use the same DLL, and somehow caused a problem.
"SOMETIMES" if you run system restore back to before the problem began it will sort it out, other times it wont.

Have you installed any programs, made alterations then the problem started ?


What I asked previously about the W10 DVD. It has to be the same or at least the latest build as what you have installed. W8/ 8.1 will be nothing but cup coasters now.

You can give this a try - But it may not work as it may require the W10 DVD /ISO.

Open CMD as admin, or open Powershell as admin ( search, Powershell, right click run as admin)

Either copy or type this exactly into either command window, and set it running:

DISM /Online /Cleanup-Image /RestoreHealth

It will take a while to run, often gets to around 20% and appears to hang, but its not, just leave it alone, you'll see when it completed. If you get the error message "cannot find source files", you WILL need the W10 DVD/ISO, and the next command requires it and is quite complicated ( well looks it but its not if you actually look at what's its being told to do ) :)
