edit: seems we are only using 40% of the capacity at the moment, but the cost of buying bandwidth is expensive.

It should only be intl caps though. Free national traffic encourages national traffic, and saves on intl costs.

Yes, but I will give you one guess whom owns a 50% stake in the Southern Cross cable company (therefore probably has a huge say in charging).

"they" say it costs $1-2 seemy point.
