Should Alt+F4 close open windows in Vista Home Basic?

OK so why dosent it.
Brand new Toshiba L300 straight out of the box.
Seems to be the only problem I can find with it.

I have always used the right. Maybe the right Alt is faulty.

709238 2008-10-02 22:32:00 Click the start Orb, in the search pane, start typing in Regional -- When Regional and languages setting appears in the results, open it and check on

Formats Tab that its set to English New Zealand,

Location is Set to New Zealand

keyboards and languages tab, click change keyboards and make sure that's set to keyboard is set to English New Zealand.

Reboot may be required if any changes are made.

If I go further into Keyboards & Languages, Change Keyboards, Default input language. We have English (New Zealand) - United States-International
