I was reading a story on the Xtra site when the ad banner caught my attention. It looks a lot like the green card lottery scam to me.

I don't see the banner. However, It is not a scam. They have had a US government lottery for a green-cards for years. |

The scam comes when 3rd parties try to convince you that you need them to either get the application forms or fill the forms in. |
