How can I apply a restriction so that a user is not allowed to download anything/over the size limit. But it has to be free!

Or go to start/run type in gpedit.msc. And go through the settings

Be careful what you do, you can lock yourself out or worse

What are you trying to limit in the way of downloads ?? Are you meaning file sharing programs etc, or general every day downloads.

Do you want to limit certain types of downloads, or stop completely.

What is the current setup you have -- What router/modem.

What do you have in the way of a firewall.

Do you want to stop/limit traffic at a certain time of day.

There are programs available that can do all of the above, for example you can install a program that will restrict the download speeds to a crawl say from 3-6 pm. If you have a network, and the kids are downloading a lot, you can limit the PCs, many routers have an adjustment to do this, but not all.
