- removed the front cover - no cables behind it to pinch
- tried a new psu - no change - wont boot

- is there a software capacitors test?

Are you sure you've plugged your HDD cable in firmly? (seeing as you removed it).

There is no software test as far as I know (no point as when the caps die, the motherboard dies too ).

Is your ram card pushed right in (until the clips on the ends pop up against the notches)?
