May be worth looking into a Lin based firewall & set download limits on each PC.

I dont think caching web pages will solve the problem, someone is probably downloading movies(or something similar)....
or you have a infected PC/laptop

i know it isnt a virus, or spyware.....even with youtube and stuff 20Gb is a ton
