I take it that the card has not been debited.

You only have a contract when funds are parted with and you also have the goods.

Has the seller taken any funds from the card?

The Agreement will be governed by federal law and Utah law (to the extent that state law applies).

Do you live in the USA?
If not then I would think the Paypal lot can go stuff it.

732336 2008-12-26 02:51:00 I've been using PayPal on a Westpac debitplus card, works well. To verify your account they take $1 in the beginning to make sure your card is accepted, and it is refunded a few days later.

But if your card only had $45 and your transaction was $45.20 then that'll be why it didn't work.

I did have a weird problem though, buying some parts from SICOM (In christchurch). This was not using Paypal but rather a standard visa transaction through their website.

The account balance was close to (but not less than) the amount I was spending, and their automatic system told me I had insufficient funds.

After a call to Westpac who seemed to have no idea why It didn't work, I called SICOM and ordered over the phone. The transaction then worked fine when they did it manually
