Out of curiosity, what makes you think this is a good idea? All it will do is annoy people until the protocols are updated to work around whatever block is in place (hours most likely, weeks at absolute most). There are also plenty of legal uses of P2P that will be hit by this.

Whatever planet Conroy is on, he's dreaming if he thinks this will help stop people accessing either pirated material or pornography (pornography appears to be his main arguing point).

And it won't stop the illegal users as they will find ways to get around it so it will be the legitiment users that lose out again.

Theres the problem - trying to filter out the legit users from illegal users downloading pirated movies / Music / Software, and no matter what is done, some one will figure out away around any restrictions imposed by the ISP's.
