And a Russian fighter bomber took off from there the next day. Looks all they got was some kids, some hardened hangars and six MiG23s.

And wealthy US benefactors (www.theguardian.com) contributing multi-millions to what ever. The USA personal tax admin cost alone is about half a trillion. (www.usgovernmentrevenue.com)

Maybe just a few cheap disposable warning/arm-up shots from very old stock near redundant cruisers?

60Mil is nothing for the US military. A drop in the bucket.
Compare to what they spent on the 2 Iraq wars & the time in Afganistan .
