Can't believe an organisation like the UK Health would have such a half ass IT dept.
Really? The have no backups?

As for me, should I ever get this, who cares?
Reimage PC, copy backed up files back.

It's not the point.

Having disaster recovery in place is the point. If they can't do it themselves there are plenty of 3rd party places that do this.
