I’m using Vista Home Premium SP1
My laptop is now taking about 5 minutes to get thru the “Please Wait” and “Welcome” sequences before the Desktop appears. Then out of the Task Bar appears a big yellow bubble saying:
“Failed to connect to a Windows Service. Windows could not connect to System Event Notification Service”. This problem prevents limited users from logging on to the system. As an Administrator you can review System Event Log for details about why the service didn’t respond”
So, how do I access the System event log?
Just before this happened I had enabled Real Time Protection in Spyware Terminator – when trying to connect to the Internet it threw up a couple of things that I think I denied and then I disabled the Real Time Protection.(Comodo is still running)

I’ve tried rolling back to the last Restore point I had created but was eventually told “System Restore did not Complete successfully”. Do I try the one before that?
Help– I’m really scared to do anything else before I get some knowledgeable advice!!
PS I’ve just found out that Firefox won’t connect to the Net so I'm having to use my old one for this

This looks like a few windows files are corrupted. In safe mode, try running sfc /scannow in safe mode, note space between "c" and "/"

If all else fails, download the free vista recovery cd, and repair the installtion
neosmart.net

You will need a torrent client such as utorrent
Also, scan with MalwareBytes and try to get a HijackThis Log

BTW You cannot access the internet because DHCP is disabled, which is related to this problem.

752985 2009-03-03 06:49:00 The recovery CD on Vista can fix general start up problems, and while it does have a recovery console unless you know what commands to enter it wont do diddle squat to fix the problems . ( and theres hundreds of commands)

What you may have to do is log into the REAL administrator account, not your owm . it says it had administrator rights, but its still very limited compared to the REAL admin account .

Go to the control Panel -

Locate administrative tools .

Double click the computer management item .

Double click on "local users and groups"

Double click the user's folder .

Select the administrator icon .

Right click it,Choose properties .

Remove the check mark from the "account is disabled" box . as shown In this picture ( . imagef1 . net . nz/files/here1236062492 . jpg" target="_blank">www . imagef1 . net . nz)
Click OK .
Restart your computer .

Now when the Computer reboots, you will have the real administrator account you can log into, to fix this problem .

752986 2009-03-03 06:55:00 Since DHCP is disabled-try manually assigning an IP address and internet should work

Also try disabling windows defender and see if it fixed the problem

752987 2009-03-03 07:07:00 When I typed eventvwr into the RUN box I got the message “Event log service is unavailable. Verify that the service is running.”, although the Event Viewer window does come up but doesn’t scan for the data

“Help and Support” gives a “…not able to start” message.

Incidentally I noticed that the Avast ball had disappeared from down near the clock so I tried running it from the START menu progra and got the message “Error: baseInitLibrary – initialization of basic library failed! Check out INI file or install program again please. Error 10107

Remind me how to start in Safe mode – do I hit F8 at boot?

Is this computer, the one youre using or another? Can it get on the net?

Are there any other AV programs installed? ie: Symantec's

If there is, uninstall it / them

One MS forum said this Failed to connect to a Windows Service. Windows could not connect to System Event Notification Service (the first part of this error)

Can be caused by windows defender somehow. Kill it / disable it, if its running

Run>cmd(run as administrator)>netsh winsock reset

Restart.

To Disable Windows Defender follow instructions above or disable Windows Defender service in services(RUn>services.msc)

Wain -When I’ve got to the Computer Management Window I can’t see any “local users and groups” option – all I’ve got in the middle pane is 3 icons for System Tools, Storage and Services &Applications. I actually haven’t set up any users – when the computer starts it just goes straight to the desktop there is no login screen. Does this mean that I’m already in the REAL administrator account?

Blam – a) Windows Defender is already turned off , b) How do I assign a manual IP address and to what? – I’m going thru a wireless modem


Speedy - Avast is the only AV programs running although I've got something called AShampoo Antispyware2 Guard sitting down there along with SuperAntiSpyware.


I'll now try and start in SAFE mode and follow Blam's scannow suggestion.

Have you tried running the winsock command to reset it?

To assign a manual IP>Go to network & sharing center>Click "Manage network Connections" on left hand side>Right click wireless adapter>properties>Double click IPv4>Set IP to 192.168.1.4, Subnet mask to 255.255.255.0, Default gateway to Ip address of router(usually 192.168.1.1)also set DNS to 208.67.222.222 and 208.67.220.220
