My Chrome is up-to-date and I have cleared cookies and cache in the last week

Have a read of the following, www.lifehacker.com.au Tells you how to disable all the crap. :)

Or short version, open Chrome, press shift + esc, this opens chromes own separate task manager, which shows exactly whats sucking all the memory.

Mind you, never needed it before. Even 4GB copes fine with my browser usage.

1436531 2017-06-18 06:09:00 Yes it does use a surprising amount of memory but still less than 1GB and I have 16 of them. All the memory is in use but most of it on standby - shouldn't paging come into action? It seems to me that Chrome is timing out too soon and not giving paging a chance. The page file is 2.5GB and set to the C drive SSD

(as an aside, once again I discovered how useless Windows search is. "Page file" didn't bring up anything so I searched the net and got a lot of complicated instructions. Instead of writing things down I searched for key words in the advice and got nothing!)

1436532 2017-06-18 06:23:00 What extensions etc do you have loaded in Chrome. Just tried that metservice page as per the first Picture. It loaded in about 1 Second. ( even with a rather large download coming through in another program).

Looking at the Chrome manger as I posted above, shift + esc This is whats running. (PS: This thing only has 6GB Memory) Real "grunt machine" :D

According to your second attached image (if I'm interpreting it correctly) you have 16Gb memory installed. No way you are running out of memory in that case unless you have literally hundreds of tabs open in dozens of instances of Chrome running at the same time. Something else is going on with Chrome I think.
