Stage 2 of the scheme: All public urinals will be micro-chipped with drug testing chips with phone home capability from January 2008.

Stage 3: All new toilet pedestals for private and commercial use will be micro-chipped from January 2009

Stage 4: All existing toilet pedestals in businesses and private dwellings will be retrofitted with non removable micro-chips starting January 2010.
