Tried those options in your above link, doesn't help.
What if I uninstall it, will I still be able to reinstall it? |

Yes you can, as long as there is no other problems stopping it. To reinstall it you go to the Store and search for MSN Weather ( default app) select it,and install. |

There's also a NZ met service app in the windows store, better option in my opinion. |
