Well technically -- and I know some of you think its waste of time and like King Canute trying to hold back the tide -- the site owner does with the rules, which are a social contract. All users have to click, saying they agree to abide by the rules when they sign up. And those rules include:


1) Keep it friendly: If you don't have something nice to say, don't say anything. If you feel a thread or post is offensive do not respond in kind. Use the Report this post link to alert a moderator. Personal attacks on members, moderators or staff will not be tolerated and may result in immediate cancelling of forum membership.

Now that's a rule that's really only loosely stuck too, and many posters obviously feel it should be more intensively enforced, while others fell its a silly nanny-state rule that restricts their right to freedom of speech. So the mods have to try and navigate a line somewhere in between.

But the intention is to keep the forum a place where people of all viewpoints and um ... emotional levels, can feel reasonably comfortable. And that isn't possible if you take the breaks off and turn it into bar room brawl because that isn't an atmosphere that many people will want
