As it says here (support.microsoft.com) is there more than one network adapter on this system?? Even tho it says its for Windows NT, it probably applies to XP

Or one of these is causing it

This behavior can occur if any one of the following conditions is true:

* The computer has two network adapters and both network adapters attempt to register the same NetBIOS name with the Microsoft Windows Internet Naming Service (WINS).

-or-
* A static entry exists in the WINS database.

-or-

* There is a problem with a hardware component of the network, for example, a switch or router.

I've Bluetooth dongle that create network adapter, Onboard LAN,sometimes I plug Webcam from logitech who create another network adapter...

Problem Solved.
1 -run eventvwr.exe

search for error on the time The station has stacked.
you've got a
"Event Type: Error
.......
The service cannot be started, either because it is disabled or because it has no enabled devices associated with it.

2-run CMD.exe
3. At a command prompt, type

set devmgr_show_nonpresent_devices=1
start devmgmt.msc

4 -Click Show hidden devices on the View menu in Device Manager
before you can see devices that are not connected to the computer.
5. When you finish troubleshooting, close Device Manager.
6. Type exit at the command prompt.

Note that when you close the command prompt window, Window clears the
devmgr_show_nonpresent_devices=1 variable that you set in step 2 and
prevents ghosted devices from being displayed when you click Show hidden
devices.
