Ring up sky and ask them - they may be able to do something in the way of having just the decoder in your name or something, otherwise it's watch what he watches, or get an entire new setup, seems to be to be a waste of money, unless your flatmate is a ****** and doesn't want to co-operate or is gonna be moving away soon.
