Remember that the processor comes with it's own decent heatsink. Try the Intel one and then buy your Tt one later if it's not keeping your machine cool enough :)

The Intel one is fine unless you intend to overclock - and even your Tt one isn't much better for o/cing lol

Have you factored GST into your budget (all prices above are exclusive)?

But at the end of the day it's up to you. None of the parts you've suggested have been that bad, it's just up to personal choice. You'll always regret something about your PC afterwards, it's part of learning. My next build will be far different from my current one for this reason.

Well for my music station so far I'm looking at this (for my budget), the one thing I dont much about is the PSU, any comments appreciated.

INTEL Core 2 Quad Q8200 2.33GHz 4M 1333MHz
2 x 2GB DDR2 800MHZ RAM 4GB Total in dual channel mode..
Gigabyte Nvidia 8800GTS 512MB G92 PCI-E Video Card
ASUS P5Q PRO, (Express Gate), ATX, INTEL LGA775
"Cooler Master" CM 690 Black nVidia SLi Ready no PSU
Corsair 650WATT Power Supply
Asus Dual Layer DVD Writer Black
Western Digital WD VelociRaptor 300GB 3Gb/s 16MB Cache 10000rpm for OS and working..
Samsung 1t SATA2 HDD Storage drive
Microsoft XP Pro OEM installed..

Still looking for sound stuff too but cant really spend much more, this is quoted for around 2700

Get a Seagate instead of a Samsung HDD

Dual boot ith ubuntu studio too .....jokes:p

You'll need to sacrifice something, cause a music Station with no sound card doesn't sound so good....

I reckon, just ditch the Q8200 for a Q6600, you won't feel much of a difference IMO
Or-just get a fast dual core E8600 or so. But-its your choice, if the apps you use take advantage of all four cores then get the quad. It not-you can still get the quad-to "future proof" your PC.

All comes down to you:)
