671511 2008-05-28 22:00:00 It has been done to most benefit the typical labour voter. Labour voters are usually Average to low wage families, Beneficeries, Students and the elderly, and the budget benefits these people. By introducing a new tax rate, they are making things more confusing...

You forgot their target market: low IQs. :)
