1443311 2017-12-13 11:08:00 Can you provide more context on what the situation is?

OST's hold offline information of the users mail account which allows them to use mail whilst not connected to the mail server. Any changes made whilst offline are then synced back to the server when the user reconnects.

So technically, if the contacts were deleted whilst offline these should be available for "restore" via the deleted items folder for a period of time depending on what the server has been set to in terms of how long to retain the "Deleted Items" data.

Failing that you could perform a mailbox restore from backup if you have backups running.
