The UK must have a different way of doing property deals. Several TV shows have shown prospective house buyers pulling out of deals they'd started without apparent penalty. Here you'd likely be in breach of contract by that stage.

They do gazzumping is common where you have an offer on the table all signed up and someone comes in with a higher offer and you loose out.

You are quite right.
You can pull out at any stage in the UK, up to the date/time for exchanging contracts.
One buyer's trick is to reduce their offer at the last minute if they know that you are committed to a move, especially if its overseas.
